या 1919 च्या कायद्याचा enforcement कालावधी 1919 ते 1929 असा ठरविण्यात आला होता..

हा 1919 चा ऍक्ट तयार करतांना ज्या तीन कमिट्यांची नियुक्ती केल्या गेली होती त्यातील एक म्हणजे #साऊथबरो_कमिटी होय..ज्या कमिटीपुढे एकूण 36 लोकांनी आपापली मते नोंदविलीत ज्यात डॉ. बाबासाहेबांचा हि समावेश होता ज्याला ‘साऊथबरो कमिटीपुढे बाबासाहेब आंबेडकरांची साक्ष’ असे म्हणून ओळखले जाते…मत (साक्ष) नोंदविणाऱ्या 36 लोकांची यादी खालीलप्रमाणे आहे..ज्यात बाबासाहेबांची साक्ष 27 जानेवारी 1919 ला नोंदविण्यात आली आहे..
